ZESM policies fail after disconnecting from corporate network and re-connecting through non-corporate connection and VPN

Situation

A device is booted while connected to the corporate network and has one or more ZESM policies assigned.
After the device is fully booted and the policies are applied the device is disconnected from the corporate network and later re-connected again using a WiFi hotspot and a VPN connection to the corporate environment.

Randomly the ZESM policies are no longer effective after the above location change.

Cause

This is identified as a timing issue while handling ZESM transactions
