ZCM Bundle may create unnecessary directories for Install File actions if the file is not copied

If an "Install File" or "Copy File" action is configured with the "if newer and exists" option, the parent directories for the file are created, even if the file does not already exist.

The file itself is not copied, however, which is correct.
