Resolution
Workaround 1:
Install Novell Client 2 SP3 for Windows (IR1a) first, configure the system tray actions, and then upgrade to IR2 and be unable to configure the options using the UI until a fix is available.
Workaround 2:
Export [HKEY_CURRENT_USER\Software\NetWare\System Tray Configuration] from a machine configured the way you want it and import that on the IR2 machine. Note that is HKEY_CURRENT_USER and not HKEY_LOCAL_MACHINE.
Workaround 3:
Manually edit the registry to configure the desired options. See Novell Client 2 SP3 for Windows: Registry Settings.

Cause
ANSI text is incorrectly being displayed as Unicode, and therefore mapping to unintended character values.
