Power Management policy overwrites the current Local power policy settings

When a power policy is applied to a windows PC, ZCM runs powercfg commands under the system account. ZCM doesnt allow us to change settings like lid switch functionality or the alarm threshold for low battery.

Additional Policy configuration support was added to ZCM 11.2.3
