SCM: not copying or maintaining properties on SOURCE elements

Problems with copying structure properties when you have source with require match.

What are you trying to create:
You want to create service model tree based on an existing structure, copy the properties from
the structure, then link source elements to those new models.

Problem:
Properties will not copy from the structure elements if a source is not linked to the generated model
and the, require match, box is checked on the sources.

This can be done by breaking the SCM job into two steps. The first step should only have the structure
set, with copy properties enabled. There should be no source matching in this step. Second step,
using the same structure, with copy properties unchecked, then add the sources that need to be linked
in the code.
