Locations need Network Environments configured

Closest Server For Roles under the properties of the Z-icon > Status > Servers, are not showing the assigned servers.
Assigning a device a Location is possible, but if the Location does not have an assigned Network Environment, the device will not pick up the Location rule.

The assignment of a Location needs to have Network Environments configured for the device to get the assigned Location.
