Unable to authenticate during IDM install on Windows

NetIQ Identity Manager


Getting error unable to authenticate when trying to install the Identity Manager Engine on a Windows server with eDirectory installed. 
eDirectory reported that it's address was 169.254.x.x in the idminstall.log


This is caused when there is a NIC card on the system that is active but does not have an IP address assigned to it.
Microsoft has reserved the address 169.254.x.x to be used whenever it has to assign an address to an active card with no IP.
To fix the problem, either disable the card or assign it an IP address.  Reboot the server, then do the install again.
