HTTP error 403.18 while trying to access the Operator Web Console

Environment

NetIQ AppManager 7.0.x
NetIQ AppManager 8.0.x

Situation

The user receives error 403.18 in their web browser preventing access to the Operator Web Console.

Resolution

Microsoft URLScan will need to be disabled.
To do this perform the following steps:
 
IIS7.x
  1. Click Start
  2. Click Administrative Tools
  3. Click Internet Information Services (IIS) Manager
  4. In the IIS Manager choose the server
  5. Choose ISAPI Filters
  6. Chose URLScan
  7. Right Click, Choose Remove
  8. Restart IIS.
IIS6
  1. Click Start
  2. Click Administrative Tools
  3. Click Internet Information Services (IIS) Manager
  4. Right Click Web Sites
  5. Choose Properties
  6. Choose ISAPI Filters
  7. Choose URLScan and click remove
  8. Restart IIS

Cause

This error is caused by enabling Microsoft URL Script Scan on the machine hosting IIS where the Operator Web Console is installed.
