Cannot install iPrint printers Winsock 10060 - connection timed out

Environment

Novell Open Enterprise Server
Windows 7 64bit
Novell iPrint Client for Windows

Situation

Non-Administrator User trying to install iPrint Printer from IPP page gets following error :-
ErrorCode:10060, "Winsock 10060 - connection timed out".

Resolution

Windows 7:
Turn on Admin Approval Mode by performing following steps on the problem workstation :-
  1. Run gpedit.msc
  2. Windows Settings | Security Settings | Local Policies | Security Option
  3. In right window pane right click and go to Properties of "User Account: Run all administrators in Admin Approval Mode" and select Enable
  4. Restart Workstation

Additional Information

With Windows Terminal Server. The solution is to enable the "Special Permissions" for TERMINAL SERVER USER
  1. Open regedit
  2. Browse to this location:
  3. HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Print\Printers
  4. Right-click the 'Printers' folder and choose "Permissions..."
  5. Highlight the TERMINAL SERVER USER and allow control of the printers.
