User proxying into resource is unable to access resource's archive.

Two users proxy into a resource account.  One user can access and view the resource's archive, the second user is NOT able to view the resource's archive.  The option for the second user to open the archive, while proxied into the resource, is grayed out.

The user who was able to access the resource's archive was the owner of the resource.  All other users, since they're not owners of the archive, will not be able to access the archive.  This is Working as designed.  This is limited to the owner since the resource is a extension of the owner, and allowing too much access would cause security concerns.
