SMT fails to sync or mirror

Environment

Subscription Management Tool (SMT) for SUSE Linux Enterprise 10 1.0
Subscription Management Tool (SMT) for SUSE Linux Enterprise 11 1.1
Updated some patches (perl-libwww-perl specifically)
Server started using a proxy recently

Situation

While running "smt-ncc-sync", these errors pop up:
LWP::Protocol::https::Socket: SSL connect attempt failed with unknown errorerror:140770FC:SSL routines:SSL23_GET_SERVER_HELLO:unknown protocol at /usr/lib/perl5/vendor_perl/5.10.0/LWP/Protocol/http.pm line 57.

While running "smt-mirror -d", these errors pop up:
WARNING: The following repositories cannot be mirrored.
         Maybe you have not enough permissions to download these repositories?


Resolution

1.  Don't use a proxy.
2.  If a proxy must be used, upgrade to the latest perl-wwwlib-perl rpm (5.816-2.23.1), and make sure that the proxy settings are correct.  A reboot may also be necessary at this point.

If the above doesn't work, use this workaround:  Downgrade the perl-wwwlib-perl to shipping code (5.816-2.15).
