Steps to duplicate:

  1. Open the properties of GWIA.
  2. Click on Access Control tab | Settings.
  3. Create a new class of service to prevent smtp service.
  4. Add the entire domain to the membership of the service.
  5. Create a new class of service to allow smtp service.
  6. Add a few users with nicknames from the domain to the membership.
  7. Apply | OK.
  8. Send mail to the nickname of the user in the allowed list.
  9. GWIA log shows "551 Forwarding to remote hosts disabled".
  10. Sending email to the original email address goes through fine.
