Situation

Error: 8509
Error: "Error Opening Dispatcher UDP port 8509"
Error: "Error writing UDP packet 8101"
Error: "Error starting TCP/IP Agent: 8509"
Error: "TCP/IP services on your system may not be configured or installed"
Cannot telnet server to port 1677
TCPCON doesn't show port 1677 in "Listen" state or valid port

Resolution

Steps to correct:
1. Correctly configure the entry in SYS:\ETC\HOSTS file to conform to the following format:
<IP address> <server or host name>
2. Unload all GroupWise agents and then reload the POA.
NOTE: If the HOSTS file is reconfigured correctly and the POA still gives the error, it may be necessary to unload the GWENNx.NLM module manually by typing the following at the server console:
UNLOAD GWENN1.NLM (for GroupWise 5.x) or
UNLOAD GWENN2.NLM (for GroupWise 5.5)
In another case the reverse lookup table still contained the old IP address. Manually changed it.
In another case, the problem was due to mismatch TCP NLMs.  Getting some CONFIG.TXT files from a server with and one without the problem helped isolate this.

Additional Information

The HOSTS file in the SYS:\ETC directory (on the server running the Post Office Agent) is configured incorrectly. A correct entry in the HOSTS file should have the following format:
<IP address> <server or host name>

A few examples of incorrect configurations which have caused errors loading the POA:
1. There are duplicate entries for the IP address and server name in the HOSTS file. For example, one customer's HOSTS file contained:
"<IP address>        <Server name>"
"<IP address> <Server name>"
2. One customer had his IP address entered twice and did not have a host name entered.
