Situation
Access Manager 3.1 sp3 setup and working fine. Users can access protected resources on the SLES9 based Linux Access Gateway (LAG) after successfully authenticating to the Identity (IDP) Server. After the Administrator upgraded the LAGs to the SLES11 based appliance, some users reported blank pages when accessing an internal application instead of the valid pages rendered by the Web server. Restarting the LAG vmc services would fix the issue, although waiting for up to 30 minutes while in this state would often see the problem disappear.
LAN traces should show the data being sent back from the web server to the LAG, but the corresponding data would not get sent back to the browser. The ics_dyn log file, when in debug mode, would show that the request would remain in the ServerRequest state rather than the expected TransmitFinished state.

Resolution
Apply Access Manager 3.1.3 IR2 patch (build 3.1.3-292) or greater and enable the following touch file:
# touch /var/novell/.noFillThrottling
# touch /var/novell/.noFillThrottling
