Identity Server Error "There are no login connections available." reported during login operation

Environment

Novell Access Manager 3.1 Windows Novell Identity Server
Novell Access Manager 3.1 Linux Novell Identity Server
Novell Access Manager 3.1 Support Pack 3 applied

Situation

Access Manager setup and running without problems. After upgrading to Access Manager 3.1 Support Pack 3 (3.1.3) patch however, users that try and authenticate to the LDAP user with valid passwords will continue to have no problems. Users whose passwords have expired, passwords that were incorrectly entered, or whose accounts have been disabled now get the following, incorrect error message:
 
"There are no login connections available."

instead of the previous error messages for these conditions that existed with builds prior to 3.1.3.

Resolution

Apply 3.1 SP3 IR1 patch.

After applying the 3.1.3 IR1 patch, the following errors are returned. Note that these errors are all customisable.

* When Login Disabled for user logging in, the message "Your login has been disabled." is returned
* When under Intruder Lockout condition hit for user logging in, "Your login has been disabled due to intruder detection." message is returned
* When incorrect password/username is entered during the loging operatio, "Login failed, please try again." is reported
