Linux Access Gateway .disablewshealth touch file not working after upgrading to 3.1 SP3

Linux Access Gateway setup in staging environment and working fine with Access Manager 3.1 Support Pack 2 applied. Given that it was a staging environment, many web servers could be temporarely down and the health status would report warnings against the back end web servers that are down. To combat these warnings the /tmp/.disablewshealth touch file
