SQL Database size increases very quickly then reduces after restart of SQL service

SQL Database size on disk increasing. The SQL transaction log is growing rapidly and will fill the disk if left unchecked. Restarting the SQL service reduces the size back to the expected level.

Workaround:
A blocked PID was preventing other transactions from committing. SQL can be configured to monitor and send email alerts should instances of blocking occur for extended periods.
