Resolution
The WebAccess Agent was showing an 8219 error because the Post Office Links information in the domain database was somehow corrupt. To resolve the problem, do the following steps:
Open ConsoleOne
Go the Properties of the GroupWise WebAccess Agent object
Click on the Post Office Links tab and highlight the link to the problem PO and click "Edit Link"
Change the links from the current setup (typically "Client/Server Only") to one of the other options (such as "Use Current Post Office Access") and save the change.
Then change the links from "Use Current Post Office Access" back to "Client Server Only" and verify that the IP address and port for the POA are correct, then save the change.
