Why does iManager hang when working with licenses in eDirectory?

Situation

After logging into iManager and selecting Licenses->Delete a License; it will either:
  • apparently hang or crash iManager, or
  • take a long time to return (1-30 minutes) the following message:
    License Management Services Not Available
    License Management services are not responding.  This could be due to one of the following:....
Full message is as follows:

Resolution

Load NLSADAPT.NLM or NLSADPT2.NLM on at least one NetWare 6.x server.

Additional Information

In the case of the message taking close to 30 minutes is that each of the 150+ servers in the tree were not running NLSADPT2.NLM -- so every server needed to be contacted.  Additionally, in reviewing a packet trace, it can be seen that the NLS iManager plugin will poll the servers requesting if they support NLSAPI Java Remote Adapter v1.3.  If no servers reply in the affirmative, then they are polled if they support NLSAPI Java Remote Adapter v1.02.  Here are a couple of example network packets:
