Designer 4 Not Able to Create eDirectory to eDirectory Certificates

Environment

Novell Designer 4.0

Situation

Installed Designer 4.0 on Windows XP SP3 system there was a reproducible failure trying to import anything from the vault.
The error message was the following:
Dependent Assembly Microsoft.VC80.CRT could not be found and Last Error was The referenced assembly is not installed on your system.

Another problem is using Designer 4.0 to create eDir2eDir certificates.

The Issue is within the process of the eDirectory to eDirectory certificates creation.
"Unable to load NPKIAPI - library could not be found

SideBySide errors are raised by the NPKIAPI.dll library.

Resolution

There are two options to solve the problem.
(A) One way of working around this is to use an old version of the Visual Clibraries.
One version which worked was a version from 2005, located at

(B) Try using the NDS-to-NDS Driver Certificates Wizzard in the DirXML Utilities section of  iManager to create the certificates.
