Designer 4.0 package manager goes online to retrieve dtd file

Situation

Slowness when using Designer's package manager

Designer is accessing the internet when opening package list

Resolution

When you go into a driverset properties > packages, Designer will do a DNS
query for java.sun.com then try to get the file /dtd/properties.dtd from
whatever ip address it receives back.

This file is not critical for Designer to work, and failing to find it won't impact functionality. 

Issue reported to engineering.
