iManager ICE import fails with iManager on Windows 2008R2

Environment

Novell eDirectory 8.8
Novell iManager 2.7
Microsoft 2008 R2

Situation

Using the iManager Import Utility fails if iManager is running on Windows 2008 R2 with:

Error: ICE Wizard Error

The ice process returned an exit code of -1073741515.

Resolution

Running ICE from the commandline will work.

Or installing iManager on a different platform will also work.
