"Dir /x" does not return an 8.3 directory listing

Environment

Novell Client 2 SP1 for Windows Vista
Novell Client 2 SP1 for Windows Server 2008
Novell Client 2 SP1 for Windows 7
Novell Client 2 SP1 for Windows Server 2008 R2

Situation

The Novell Client 2 SP1 does not provide for the correct function of the "/x" switch for the DIR command.

When this switch is used on a Windows machine running the Novell Client 2 SP1 for Windows, the 8.3 name is not present in the directory listing.

Help for DIR includes the following explanation of the "/x" switch:
 /X          This displays the short names generated for non-8dot3 file
             names.  The format is that of /N with the short name inserted
             before the long name. If no short name is present, blanks are
             displayed in its place.
