Situation
Non-root users are unable to assign satellite server roles with zman:
zman -U=Administrator -P=<password> ssc "/Servers/Branch Servers/fs8949a1co1oh" Authentication,Collection,Content <servername>
The role you specified (Authentication) is not a valid satellite server role. Valid roles are:
ZoneConfig.ROLE_COLLECTION
ZoneConfig.ROLE_CONTENT
ZoneConfig.ROLE_AUTHENTICATION

Resolution
Rights to the proper configuration files and directories are assigned to the zenworks user and group. Add the user(s) who are to perform the assignments, to the zenworks group.
