Situation
Named is failing to resolve names. The following messages are repeated every 15 minutes in /var/log/messages and in /var/opt/novell/log/named/named.run:
[NCPL]: couldn't add command channel 127.0.0.1#953: address in use
[NCPL]: couldn't add command channel ::1#953: address in use
[NCPL]: Dynamic reconfiguration completed.
Testing with nslookup for local names that the DNS server is authoritative for results in server can't find name being returned.

Resolution
In this case named service was loaded before novell-named. By stopping named, and restarting novell-named normal DNS resolution was restored. It is also recommended to stop named from loading, chkconfig named off.
