Situation
When you install SLES by default IPv6 is enabled, this makes the GWIA use the IPv6 numbers and any lookup on the RBL will fail as this only reports IPv4 numbers.
Resolution
Reported to Engineering.
Additional Information
When you disable IPv6 on the server the RBL is working again.
