Situation
Mails send to a particular domain are taking too long to be delivered. This issue is only seen with one domain
Resolution
After checking the mx records for the problematic domain, it was discovered that this particular domain had 3 mx records but all 3 with same priority and 2 of them were down.
As RFC 2821mentions, if more than one mx records are recieved with the same priority, the sender daemon will pick up one randomly, and that it was causing the delay.
After the admin of the receiving domain modify the mx records preference to have the active one as highest preference, delay was gone
