This is solved with GroupWise 8 Support Pack 1 Hot Patch 2 or later.

Problem description:
When replying on an external mail (tested with mail coming from Thunderbird) in plain text format (and reply format is internet standard), all after a "-- " will be removed on reply or forward. When the mail is send from an external GroupWise system (so gwia - gwia) the problem is not present.
Steps to duplicate
1) Send you self a mail from external using Thunderbird. Add some text and in the middle start a line with "-- " (without ").
2) Start your GroupWise client and log in.
3) Goto to Tools|Options|Environment|Reply Format. the reply Format for plain text mails should be "Internet Standard".
4) Open the mail from 1 and click on Reply or Forward and change to the plain text view. All after the -- will be gone.
This problem is reproducible on XPLAT and WIN32 client.
