Situation
Partition is stuck in Split State 0. All servers report error -761 (have seen state) but no other obvious error is to be aparent.
Checking in dstrace, the following error is to be seen in outbound sync:
OSync: Sync - Process: SetControlState failed, no such value (-602).

Resolution
The partition root that needs to be split is missing some attributes that are necessary for the partition operation to complete. In particular these two attributes might be missing:
Convergence
Low Convergence Sync Interval
In order to correct this situation, you can add these attributes back with either ConsoleOne or iManager. In both cases you need to edit the properties of the partition root object, go to the Other tab (in iManager located under the General tab, when using the Modify Object task). There it is possible to add the two attributes. The attribute Convergence should be added with a value of 0, the attribute "Low Convergence Sync Interval" needs to be added with a value of 900 (in seconds, the equivalent of 15 minutes).
