Situation
Both sites selected all object types to 'Send to External System' and 'Receive from External System' under Tools | GroupWise System Operations | External System Synchronization
Both domains just upgraded to 5.2 Support Pack 3.
Users not synchronizing between external domains.
Domain B able to see Domain A's users, but Domain B's users cannot see Domain A's users.

Resolution
Delete and recreated the External System Synchronization at Domain A except this time only check the object types under 'Receive from External System'.
The users then synchronized normally from Domain B. The External System Synchronization at Domain A was then edited to include the 'Send to External System' object types. The two domains then continued to synchronize automatically.
