It is not possible to correctly assign applications to display in the Windows Vista start menu.
Applications should appear under /start menu/ but they are appear under /start menu/programs which is confusing for users who are used to ZENworks 7 Desktop Management.

Resolution
This is fixed in version 10.2 - see KB 7003225 "ZENworks Configuration
Management SP2 (10.2) - update information and list of fixes" which can
be found at https://www.novell.com/support
There is a workaround, which is to disable this Group Policy setting and, after login, change the start menu to Classic and then logout\login again.

Additional Information
On a base machine, everything works as designed.
The problem only happens if Group Policy Objects are in place, even if those GPOs appear to be empty and don't do anything; they only need to be in use. This is due to a particular default Group Policy setting: Force classic Start Menu in Administrative Templates\Start Menu and Taskbar.
