Situation
When creating a Bundle Group and assigning Bundles to that group, the option is available to 'Move Up' or 'Move Down' the Bundles in the list. When the bundles are installed on the device, they do not install in the order specified.
Resolution
This is working as designed. The order the bundles are arranged in the Bundle Group does not specify the order in which the Bundles are assigned but rather is a visual way to order the Bundles for convenience in ZENworks Configuration Center (ZCC).
The functionality to order bundle installation is available through Dependency Bundles, information for which can be found in the Novell Documentation.
Note: from ZCM 11.2.1 onwards, Novell has provided a Bundle Ordering feature that allows the way bundles are executed to be prioritized . When an order value is assigned to a bundle, the bundles are executed based on the value assigned. Multiple bundles can be executed simultaneously, or the order of execution can be prioritized.
