Situation
This error was showing up in the loader-messages.log file.
ERROR:
ORA-00020: maximum number of processes 150 exceeded
Died during process startup with error 20 (seq=14229)

Resolution
The Oracle dba had set a limit of 150 processes for the ZCM database and there were 3 primary servers in the zone. It is recommended to have 100 processes per primary server in the zone.
