Calendar Host returns error when connected to an empty Post Office

Situation

An empty post office was created to just act as the Calendar Host provisioner.  There were no users associated with this post office.  After the POA has been restarted, going to the Calendar Host URL returns a 503 error.

Resolution

This has been reported to engineering.  The current workaround is to put at least one user in this post office.
