Cannot assign proxy access via webaccess - changes lastname,first name to firstname lastname

Unable to access proxy with last name, first name

Steps to duplicate:
1)  Make sure your system is set for the DEFAULT which is:  Last Name, First
Name
2)  Login to WebAccess as a user.
3)  Click Options -> Proxy Access
4)  Click Address Book.  Search for the user by last name.  Click OK when you
find them.
5)  Click the checkboxes to give proxy rights, and then click OK/Save.
6)  Notice that it changes the formatting of the name and says it cannot find
the user

However, it DOES work, if the person has set their name completion to be
firstname, lastname.
