Situation

After using ICE to create an LDIF export of objects in a tree, the resulting file was used to import the same objects into a new tree. The result was a number of objects that had references to other objects such as group memberships, security equals, etc. These referenced objects have to exist in the tree prior to the import of the intended objects or it will fail with the following error:

LBURP operation failed: 19(Constraint Violation), dn: cn=<object FDN>

Resolution

Ensure all objects being referenced by the imported objects exist in the tree prior to the import. If not, the attributes can be removed from the ldif file by editing it and then performing the import again.
