SOAP client through BorderManager proxy causes GroupWise POA to fill up all tcp connections

Situation

When using Evolution client or GroupWise client with SOAP through BorderManager 3.9 Service Pack 2 server to go to the GroupWise Agent, a single client can fill up all TCP connection on the GroupWise POA.

In the lantrace captured on the BorderManager server, there is one connection from the SOAP client, as it should be with using HTTP 1.1, but the proxy keeps the first connection open and for any new requests it opens a new connection to the POA.
