This is working as designed. This is a change made in GroupWise 8.

To reply to the mail you have 2 options:

Right click on the mail and select reply. A pop-up window will appear. Select "Reply privately (outside discussion)". Then there is to option to select "Reply" or "Reply to all".
in the SP1 client the "Reply" button is changed. This will always show you the menu described in option 1. You will not get this menu when using an older client. You can add the button via:
1. Open a mail.
2. Right click in the toolbar and select customize toolbar.
3. Select "Actions"
4. Right click on the "Reply" button and keep the button pressed and drag the button to the toolbar.

When this behavior needs to be changed, please create a RFE.
