Plus sign (+) is removed/replaced from telephone like fields when editing user details

On the initial load of a telephone number with a "+" (plus sign) everything displays correctly for example '(+11 22) 333-4444'. However after modifying the user's photo in the User Application, (without changing telephone number) after clicking 'Save' telephone number is modified and drops the '+',  for example ( 11 22) 333-4444'.

This behavior was found to be a bug within Novell Identity Manager Roles Based Provisioning Module 3.6.1 and has been fixed in public patch C which is available on Novell's public download site.
