Alarm counts don't match for two adapters attached to single Patrol Enterprise Manager

Situation

Symptoms
 
When two or more Business Service Manager (BSM) servers are connected to the same Patrol Enterprise Manager (PEM), the alarm totals displayed in the BSM servers don't match. 

Resolution

PEM uses a UDP connection to push alarms to BSM.  This is a connectionless protocol, which means that messages aren't in a guaranteed order.  As a result, although all alarms come across eventually, at any given time two servers will not have received the same alarms.  As long as the alarms totals are close, and all expected alarms are eventually received, the BSM servers are working as expected.
