Situation
Users are closing the Application Launcher Window (NAL Window) -
how to prevent this?
Resolution
Launch NALWIN.EXE
with the parameter "/s", this will remove the
close option 
, and replace "File">"Exit Application Launcher"
with "File">"Shutdown"
, and replace "File">"Exit Application Launcher"
with "File">"Shutdown"Additional Information

Note that this option will not prevent a user that has access to Task Manager, for example, from closing the NALWIN.EXE process.
