Situation
When trying to create a bundle from an XML file, the bundle is not created, and the following error is seen in zmd-messages.log

Resolution
Ensure that the action content data is referenced, using the "-a" or "--actioninfo" parameter: see "bundle-create" https://www.novell.com/documentation/zenworks11/zen11_utils/data/b74pt40.html#b8an1cu in the ZENworks 11 SP2 Command Line Utilities Reference
Cause
The exported bundle had action data, but this was not referenced in the "zman bc" command that was being used
