Situation
-647 0xFFFFFD79 = ERR_NOT_ROOT_PARTITION
-647 adding a replica.
Replica stuck in a new state.
Found a server that has a subordinate references of a partition and no other partition resides on the server.

Found a server that has a subordinate references of a partition and no other partition resides on the server.
Resolution
On the server that only has a subordinate reference remove the subordinate reference by using the DSREPAIR -XK2 switch. Please see TID #7001592 - Manually Removing All Replicas From a Server; DSREPAIR -XK2 for more information on using this switch. Then clean up the replica ring. The replica that is being added will turn on.
