Situation
Whilst installing the Administration Console on the SLES 10 virtual machine, errors appeared on the system console indicating that the install had not completed successfully. Looking at the eDirectory install log files under /tmp/novell_access_manager/, the following entries were visible:
install logs, it gives some more useful info on the eDir install failures

ERROR -6038: Failed reading server name.

LDAP Server is not associated with a certificate.
Validation failed in post_ndsd_start script.
Please refer to /etc/init.d/post_ndsd_start.

ldap_simple_bind failed: 81(Can't contact LDAP server), dn: cn=admin,o=novell
eDirectory had failed to install correctly and the ndsd service would not come up properly.
Validation failed in post_ndsd_start script.
Please refer to /etc/init.d/post_ndsd_start.

Resolution
Uninstalling and reinstalling addressed the issue.
