No match was found while importing localization files

When editing a project in Designer for Identity Manager, the error "No match was found for any of the localization keys in this file." occurs when importing localization data for a custom notification template in the Default Notification Collection.

As a workaround, if the name for the custom notification template contains a hyphen "-", the export will work but the import will error.  Changing the name to not have this character and exporting new, will allow the exported localization file to be imported without problem.
