ZESM client cannot successfully get policy update

ZESM client has successfully checked in to ZESM server but fails to receive a policy. 
Proxy settings in Internet Explorer show all local addresses are bypassing proxy.


Even though Internet Explorer shows how the proxy settings are configured the proxy settings may be configured differently under the system context.
To see how the proxy settings are configured under the system context do the following:
Open a command prompt and type the following:  at 12:35pm /interactive cmd
The time entry should be a time that is only couple minutes in the future.  In the example 12:35pm was entered.
Once the computer time arrives at 12:35pm a new command prompt will be displayed, change your directory in the new command prompt to c:\program files\internet explorer\iexplore.exe and press enter to launch Internet Explorer.
Once Internet Explorer is open go to Tools - Internet Options - Connections tab - LAN Settings - and verify web communication to the ZESM server is not going through the proxy.
