IE related Policies not applying correctly in Citrix Terminal Server Environment

Environment

Novell ZENworks 7 Desktop Management Support Pack 1 - ZDM7 SP1 Desktop Management

Situation

Trying to deploy a Group Policy via ZENWorks to Citrix Users which updates some IE (6) settings and it appears most (or all) of the Internet Explorer settings are not being applied. The specific ones in question that are being impacted are the security settings around intranet site lists and the settings for including the bypass list addresses.

This issue affects Windows XP Policies also, and IE7 as well as IE6, and not just Terminal Servers.
 
Finding that things are not being written to the correct Registry key.  From the log file:
