Situation
Novell Identity server setup as a SAML 1.0 Identity (IDP) server.
Trust relationship configured between IDP server and 3rd Party SAML 1.0 Service provider (SP).
Using the intersite transfer URL, users can authenticate to the IDP server and single sign on (SSO) to the SAML 1.0 SP.
When looking at the SAML statistics (Auditing -> Device Health -> IDP server IP address -> View statistics) in the Admin Console, there are no variables or counters displayed. A warning
"Saml.Query.Requests not found in resources.volsc.SystemControllerResources"
is returned where the SAML stats should be displayed.

Resolution
Engineering working on defect.
This error only occurs when the SAML protocol defined in the metadata is 1.0. When it is 1.0 and 1.1, or 2.0, then the counters get displayed correctly.
