Situation

Cannot resume paused print jobs in “Printers and Faxes” window, in Windows XP.

When trying to resume print jobs in a “Paused - Paused”, or property status, you see an “Access Denied” error flash at the bottom right of the window even if you are a manager or operator of a printer.

This same user can delete held print jobs without any errors.

Resolution

Manage print jobs in iManager. 
Optional:  Setup RBS in iManager to give limited view to iprint plugins.

1 - in iManager, manage printer | select a printer | Access Control | specify a user to be an operator
2 - Control users Access through RBS (Role Base Services,  iPrintX Management roll, scope = print container)  (See documentation on Role Base Services)
3 - The first time the user logs into iManager to manage a printer, they will need to navigate to the container and specific printer/ printers.  The next time a user logs in, use the history button to bring up the selected printer to avoid browsing again.

DETAILS:
A printer is configured to hold print jobs “Operator hold” in iManager.  While the user, who is given operator rights to that printer, can delete print jobs (from Printers & Faxes window in Win XP), but they cannot resume the print job.  The job continues to show a status of “Paused - Paused”.  At the bottom you will sometimes see “Access Denied” flash on and off.

CAUSE:
Resuming a print job is dependent on the same feature that paused it in the first place (iManager).  When canceling a job a the workstation, it simply sends a request to delete the job and is not dependent on any feature to delete the job.  That is why you can cancel jobs, but can’t resume them. The option to resume a job within windows is a windows feature which is why you get the error access denied.

Printer Health Monitor, /PsmStatus,  currently requires a user to have manager access control rights to the print manager to manage print jobs, giving too much access to print operators.  /PsmStatus was originally designed with limited features, to mostly view printer and print manager status.  Some functionality has been added to it since.  If you need more features, please submit an enhancement request for development to consider for future versions and/or  updates.
