Resolution

Solutions for Webaccess Application on Linux

1.  Ownership of the 'commgr.cfg' file was set to root with 700 as the rights.  Changing the rights on this file to at least 644 (rw-r--r--) so that the Apache user (novlwww in this case) was able to access the file fixes the problem.
2.  The file is missing or is not in all lowercase letters.  By default, the file is located in the /opt/novell/groupwise/webaccess directory, but can be located in other locations if specifically listed in the  'webacc.cfg' file.

Solutions for Webaccess Application on NetWare or Windows

1.  This behavior is normally seen when the file 'commgr.cfg' does not exist in the Webaccess Application directory.  Make sure that the file exists.  If it does not, copy the 'commgr.cfg' file from the Webaccess Agent directory into the Webaccess Application directory.  On NetWare the default directory is SYS:\NOVELL\WEBACCESS and on Windows the default directory is C:\NOVELL\WEBACCESS.

NOTE:  The end user will not see any errors if the problem revolves around the 'commgr.cfg' file, but errors will be written to the Webaccess Application log files found by default in the following locations.

GroupWise 6.5x and 7.x on Linux -  /opt/novell/groupwise/webaccess/logs
GroupWise 8.x on Linux -  /var/opt/novell/groupwise/webaccess/logs
All versions of GroupWise on NetWare - SYS:/NOVELL/WEBACCESS/LOGS
All versions of GroupWise on Windows - C:\NOVELL\WEBACCESS\LOGS
